Mr. Rudolf Scharping, CEO of RSBK, has been actively involved for more than thirty years in modernising and streamlining government procedures, and he has also worked intensively and cooperated with the private sector. All this is evidenced by Rudolf Scharping’s comprehensive experience and specialised expertise as well as by eminent milestones. He

  • was a longstanding member in the Suretyship Committee ("Buergschaftsausschuss") of Germany’s federal state Rhineland-Palatinate;
  • was Minister-President of his state of origin, Rhineland-Palatinate, and in this function was involved, among other things, in implementing projects successfully such as the Hahn Airport; he worked in the Future Initiative for Rhineland-Palatinate and was responsible for the very first PPP models / projects in the road-construction and in the public civil engineering sectors as well as in the area of publicly owned properties; Rudolf Scharping was in charge of converting former military areas and much more;
  • was Germany’s Federal Minister of Defense ("Bundesminister der Verteidigung") – and in this function was responsible, among other things, for launching and implementing major Federal Army ("Bundeswehr") projects such as the "BW Car Park Service", "BW Clothing Logistics", "BW Information Technology ("Herkules") and others.

In addition, Rudolf Scharping has been travelling throughout China for more than twenty years and has worked intensively for many German and Chinese companies as well as for provinces and cities, for instance as Special Economic Advisor to the Tianjin Binhai New Area etc.
